Regional Bargaining Associations, a collaborative effort by three authors draws our attention to the challenges faced by state and local public employers when they encounter unionized workers organized to extract a lion's share of available public resources. The authors propose that government employers' best means of self defense is the reformation of regional associations with their neighboring colleagues. They discuss the advantages of such pooling ventures and conclude with a case study of one successful negotiation association.
